"I see," the Clockwork man nodded sagely. "But they wouldn't be any use to me. What I need is adjustment, regulation." He looked hard at the doctor, with a pathetic expression of enquiry. "My clock¡ª" he began, and stopped abruptly. The spiteful little ripple of laughter was hushed as Leona Lalage returned. There was a flush on her face and a glitter in her eyes that Lawrence did not fail to notice. A little sheaf of banknotes fluttered in her hands. Another peculiar feature in trip-hammers is the rapidity with which crystallisation takes place in the attachments for holding the die blocks to the helves, where no elastic medium can be interposed to break the concussion of the dies. Bolts to pass through the helve, although made from the most fibrous Swedish iron, will on some kinds of work not last for more than ten days' use, and often break in a single day. The safest mode of attaching die blocks, and the one most common, is to forge them solid, with an eye or a band to surround the end of the helve. A people so endowed were the natural creators of philo4sophy. There came a time when the harmonious universality of the Hellenic genius sought for its counterpart and completion in a theory of the external world. And there came a time, also, when the decay of political interests left a large fund of intellectual energy, accustomed to work under certain conditions, with the desire to realise those conditions in an ideal sphere. Such is the most general significance we can attach to that memorable series of speculations on the nature of things which, beginning in Ionia, was carried by the Greek colonists to Italy and Sicily, whence, after receiving important additions and modifications, the stream of thought flowed back into the old country, where it was directed into an entirely new channel by the practical genius of Athens. Thales and his successors down to Democritus were not exactly what we should call philosophers, in any sense of the word that would include a Locke or a Hume, and exclude a Boyle or a Black; for their speculations never went beyond the confines of the material universe; they did not even suspect the existence of those ethical and dialectical problems which long constituted the sole object of philosophical discussion, and have continued since the time when they were first mooted to be regarded as its most peculiar province. Nor yet can we look on them altogether or chiefly as men of science, for their paramount purpose was to gather up the whole of knowledge under a single principle; and they sought to realise this purpose, not by observation and experiment, but by the power of thought alone. It would, perhaps, be truest to say that from their point of view philosophy and science were still undifferentiated, and that knowledge as a universal synthesis was not yet divorced from special investigations into particular orders of phenomena. Here, as elsewhere, advancing reason tends to reunite studies which have been provisionally separated, and we must look to our own contemporaries¡ªto our Tyndalls and Thomsons, our Helmholtzes and Z?llners¡ªas furnishing the fittest parallel to5 Anaximander and Empedocles, Leucippus and Diogenes of Apollonia. later though, when my own adventurous future begins. My Very Dearest Master-Jervie-Daddy-Long-Legs Pendleton-Smith, The famous mining town was two years old. It had ceased to be a "wind city" or even a canvas one, and was settling down to the dignity of adobe, or even boards, having come to stay. But it was far too new, too American, to have any of the picturesqueness of the Mexican settlements of the country. Felipa smiled again. "I might be happy," she went on, "but I probably should not live very long. I have Indian blood in my veins; and we die easily in a too much civilization." [See larger version] "Go a'ead, Habe," growled Wat, after a moment's thought. "We can't 'elp you, but we'll stay wi' you. Hif she busts, she busts, hand that's hall there'll be hof hit hor hof us. We'll stick by the wagon, though, till she busts, hand then nobuddy but the crows 'll hever find hany hof hus. Go a'ead, you bloody brat." He was awakened in the morning at Jeffersonville, by the provost-guard shaking him and demanding his pass. A roar went up from the camp-follower audience at the hopeless tangle which ensued. No two of the boys seemed to have done the same thing. Several had turned to the left, and all were sprinting around in various ways in a more or less genuine pretense of executing the order. Meanwhile the news that Si's squad of recruits were having fun with him spread through the camp, and a crowd gathered to watch the performance and give their jeering advice in that characteristic soldierly way when they see a comrade wrestling with a perplexing job. Can pierce the war-clouds rolling dun, "Here, what's all this disorder here," said the Orderly, coming up, impetuously, and as cross as any one. "Why don't you get into line as ordered? I'd like to see that old slave-driver left quite alone. Heavens! I could have strangled him yesterday¡ªI should have, if I hadn't had this to look forward to." "What'll Handshut think it?" "Oh, Stephen," she said, "how I wished you would return¡ªfor our child is dying!" Xi extends condolences over Hong Kong building fire, urges all-out rescue efforts to minimize losses

China releases white paper on arms control in new era
(Xinhua) 10:19, November 27, 2025
BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive."
At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication.
Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China–U.S. relations.
